The Prime Minister, along with his wife Carrie Johnson and their children were seen in Porthminster, St Ives, Cornwall today.
It comes as Britain faces the biggest rail strike for a generation later this month, while several airports are in daily crisis due to staff shortages.
The photos were taken by eagle-eyed beachgoers at 2.30pm on Monday.
The Tory leader wore a white shirt and colorful swim shorts and could be seen at a glance walking along the seafront with a plastic shovel.

Temperatures are expected to reach 34C later this week in southern England, with the Johnsons returning to the site of the G7 summit this time last year.
